Department Notice: Civilian Applications Now Accepted
The Surplus Release Division is authorized to announce that Civilian Enrollment is now open to applications, effective immediately and subject to reversal without notice.
Members of the public may apply to be entered into the Ministry’s records as Grade III — Provisional Civilian Members. Application requires a short set of official questions and a one-time application and processing fee. Several of the answers supplied — name, designation, declared division, and stated reason — are reproduced on the documents the applicant receives, exactly as entered. The Ministry does not correct spelling and does not apologise for it.
On filing, applicants are issued a certificate suitable for framing, a clearance card that grants no access, a member number drawn from a deliberately non-sequential range, and a welcome packet of forms they are required to complete and return to no one.
Membership is provisional and indefinite. A single application fee will apply; it is one-time, with no subscription and nothing recurring.
The Office of Civilian Records is authorized to accept applications but is not yet permitted to accept payment — the official responsible has not been located, and Form SRD-7-P (Intake of Fees) is itself pending approval. Applicants may instead leave a return address, which is entered into a list of no agreed length. They will be contacted if and when the Ministry becomes able to take their fee. Applications are stamped PROVISIONAL and held in the interim.
Higher grades exist. None are open to civilian enrollment. Do not ask.
