Be Entered Into the Record
The Ministry now accepts civilian applications. Answer a short set of official questions and be recorded as a provisional member of a department that may not exist. Your answers are reproduced on the documents you receive — a certificate, a clearance card that grants no access, and a member number from a deliberately non-sequential range. A one-time fee will apply; the Ministry is not yet able to accept it, so leave a return address and it will find you.
